In a large bowl, combine the flour, cream of tartar, baking soda, and salt. Set this mixture aside. In another large bowl, use an electric mixer at medium speed to beat together the sugar and softened butter until the mixture is light and fluffy. Add the eggs and vanilla extract, mixing well. Gradually add the flour mixture at low speed, mixing until everything is well combined.
Refrigerate the dough for 2 hours or until it's firm.
Preheat your oven to 400°F. Shape the dough into 1-inch balls. Roll each ball in additional sugar or colored sugar, if desired. Place the dough balls 2 inches apart on baking sheets.
Bake the cookies for 6 to 8 minutes, or until they are lightly browned. Allow them to cool on the baking sheets for 1 minute before transferring them to wire racks to cool completely.
